Born 13 January 1840, son of John Evans, J.P., Loves-grove, Llanbadarn-fawr, Cardiganshire. He was a cousin of Griffith Evans. He was educated at Lincoln College, Oxford (matriculated 1858, scholar, B.A. 1862 with a first in classical moderations, M.A. 1872), and was admitted barrister-at-law (Lincoln's Inn) in 1867. He married, 1873, Emilia Savi, daughter of James Hills, of Neechindepore, Bengal, India; they had three sons and four daughters.
He practised at the Indian Bar and became a member of the council of the Viceroy of India, a position which he held for nearly twenty years. He was made K.C.I.E. in 1892. On his retirement from India he took a prominent part in Cardiganshire affairs, being appointed a J.P. and a deputy-lieutenant.
He died 6 February 1902. See also Hills-Johnes.
