Born 6 February 1840 at Llanidloes, son of the shoemaker Meredith Hamer and his wife Ann. From Battersea training college (where he won a gold medal), he went to teach in Monmouthshire - at Snatchwood, Tal-y-waun (1867), and at Abersychan (1875). In 1878 he returned to Llanidloes, where he lived for some years as book-keeper to a relation in the cabinet-making business. He then moved to Birmingham.
His first published work was The Chartist Outbreak at Llanidloes (1867, 2nd ed. in 1939). He was a contributor to Archæologia Cambrensis (e.g. ' Earthworks of Ancient Arwystli'), and to Collections, historical & archaeological relating to Montgomeryshire, in which were published his articles on the parish history of Llangurig (1869-70), of Llanidloes (1871-8), and of Trefeglwys (1879, uncompleted). He also gave assistance to W. V. Lloyd in compiling his Sheriffs of Montgomeryshire, and to J. Y. W. Lloyd in the preparation of his History of Powys Fadog.
He died at Bordesley, Birmingham, 24 November 1911, aged 72.
