Said to have been born at Brecon and to have been the son of a clergyman, although no incumbent named Redmond held a living in Wales at that time. He was apprenticed to a house-painter at Bristol and then went to London where he studied at the S. Martin's Lane Academy in 1762. As he also started exhibiting in that year it is likely that he was born some time before 1745. He painted miniatures and small crayon portraits and his work was shown at the exhibitions of the Incorporated Society of Artists and the Free Society of Artists at the Royal Academy between 1775 and 1783.
Redmond appears to have been in London between 1762 and 1766, but in 1767 his exhibits were sent from Brecon and in 1769 from Bath, where he spent the rest of his life. He died at Bath in 1785 leaving three sons.
