Brother of Daniel Powell Williams and his companion as prophet on his travels; born at Garn-foel, Pen-y-groes, Carmarthenshire, 9 May 1891. He began attending revival meetings at the age of ten, and in a meeting held at Llanllian chapel (CM) Evan Roberts and Dr. D.M. Phillips laid their hands on him wishing him to be led into the ministry. He was called to serve the Apostolic Church as prophet, and travelled with his brother, and on his own, to many countries. He was a pastor to congregations in Pen-y-groes, Bradford, Llandybïe, Cardiff, and the Apostolic church in Edgware, London. He was for many years sub-editor of the Apostolic Herald, a missionary journal established in 1922 as the Apostolic Church Missionary Herald; the title was changed in 1931.
He married (1) Mary Anne Evans of Llandeilo in 1912; they had three children. She died 15 November 1936, and in 1938 he married (2) Elsie, daughter of John and Rachel Evans, Capel Isaac; they had one daughter. He died 15 April 1945 in London and was buried in the cemetery of the Apostolic Temple in Pen-y-groes.
