Born at Garth Lwynog, Croesor, Merionethshire, son of David and Grace Williams. He was educated at Gelli-gaer Grammar School, Bala College, and at the university colleges of Aberystwyth and Cardiff. He was ordained in 1891, and served his ministry at Peniel, Ffestiniog (1890-96); Oswestry (1896-1906); Moss Side, Manchester (1906-15); and David Street (later Belvidere Road), Liverpool (1915-38). He married, c. 1896-97, Clara A. Jones, Ashlands; they had no children. He lived at Prestatyn after retiring, and died there 3 July 1938.

He was a prominent figure in his Connexion, being Moderator of the North Wales Association (1931). He was an assiduous researcher and received a M.A. degree of the University of Liverpool for his thesis on ' Vaticination in Welsh literature '. For a period he edited The Journal of the Historical Society of the Presbyterian Church in Wales (1930-34). He competed regularly at the National Eisteddfod, submitting essays on literary and historical subjects. Many of his prize-winning essays were published by the National Eisteddfod Society. He contributed articles to Y Brython, Y Beirniad, Y Genhinen, Yr Efrydydd, and The Journal of the Historical Society of the Presbyterian Church in Wales. He published the following books: Dyfyniadau llên Cymru (1909); Deuddeg o feirdd y Berwyn (1910); Twm o'r Nant (1911); Geirfa Prifeirdd (1911); Dylanwad y Rhufeiniaid ar iaith, gwareiddiad a gwaedoliaeth y Cymry (1912); Hanes mynachdai gogledd Cymru (1914); Cymry enwog cyfnod y Tuduriaid (1914); Addysg Cymru yn y Canol Oesoedd (1914); Hanes dirwest yng Ngwynedd (1921); Thomas Charles Edwards (1921); Cofiant T. J. Wheldon (1925); Hanes Cyfundeb y Methodistiaid Calfinaidd (1927).
